📋Eligibility — by region

🇮🇳India

  • No specific candle-manufacturing licence required. Shop & Establishment Act registration in the state.
  • Fire NOC from the local fire department (mandatory once you have wax-melting equipment + stock on premises).
  • Udyam (MSME) registration unlocks PMEGP & subsidy access.

🇺🇸USA

  • Local fire-marshal sign-off on the workshop (wax melting + flammable stock). State cottage-industry rules (CA, MA, NY allow home production up to a revenue cap).
  • FTC Fair Packaging & Labelling Act — net weight, manufacturer info, burn-time claims must be substantiated.

🇬🇧UK

  • OPSS General Product Safety Regulations 2005 apply. Candles must be tested against BS EN 15493 (fire safety) & BS EN 15426 (sooting).
  • If scented, fragrance ingredients must follow REACH + UK SCPN cosmetic-adjacent labelling for allergen disclosure.

🇪🇺EU

  • EN 15493 candle fire-safety standard (mandatory). EN 15494 product labelling.
  • REACH for fragrance oils + CLP (Classification, Labelling, Packaging) for allergen warnings.

🌏Australia / Canada

  • AU: Australian Consumer Law + ACCC mandatory product-safety standards (AS/NZS 4456 burn test).
  • CA: Health Canada Consumer Products Safety Act — candles regulated under SOR/2016-165.

⚠️Risks & mitigation

  • Fire hazard during melt: Never melt wax over direct flame — use a double-boiler or thermostatic wax-melter. Fire extinguisher (Class B/F) within arm's reach.
  • Fragrance allergens: Use IFRA-compliant oils only. List all 26 EU declarable allergens on the label above the 0.01%/0.001% thresholds.
  • Seasonal trend shifts: ~40% of annual revenue concentrates around Diwali (Oct–Nov) & Christmas (Nov–Dec). Pre-stock from August.
  • Wax price volatility (paraffin tied to crude oil): Hedge by stocking 3 months ahead; offer soy-blend alternative when paraffin spikes.

FAQ

Soy vs paraffin — which is more profitable?

Soy is 30–50% more expensive raw but commands a 2× premium on D2C / Instagram retail (clean-burn / vegan positioning). Paraffin wins for bulk gifting / wholesale. Most successful makers run a 70/30 soy/paraffin product mix.

Do I need a fire NOC for a home candle business?

In India: technically yes once you store >25 kg of wax + flammables. In practice, micro-units below 100 candles/day operate without one but you cannot insure the inventory. For PMEGP loan eligibility a fire NOC is required.

What's the realistic break-even with PMEGP subsidy?

For ₹2.4L capex and 25% margin money, effective investment is ~₹1.8L. At ₹30k/month net profit, break-even is 6–9 months. Without subsidy, 10–14 months is typical.

Can I sell candles internationally?

Yes, but EU/UK shipments must comply with EN 15493 fire-safety + CLP allergen labelling. Get one batch independently tested (~£300/test) and you can use the report for two years.

How much space do I need?

80 pieces/day fits in a 200–300 sqft workshop with separate melt-area, pouring station, cooling rack and packing table. Adequate ventilation is mandatory.
